Builder doesn't create optgroups properly in Opera 9.63

When using Builder to create drop-down selection boxes that contain <optgroup> elements, it appears that the optgroups are not properly populated with options in Opera 9.63 (on Ubuntu Linux 8.10). See the attached code for an example.

I have tested in the code in IE7, Firefox 2, and Firefox 3, and it works properly in all of them. However, in Opera, the list box appears to be empty. Looking at the generated HTML code, it appears that <optgroup> elements are created, but they do not have any <option>s inside them.
