Effect.Appear.afterFinishInternal throws error on IE

The Effect.Appear.afterFinishInternal throws a "Object does not support this property or method" error on IE. This is caused by the forceRerendering call. The rerendering call is commented to only be applicable for Safari, but it's called on all browsers.

The method in the current GIT version:

// force Safari to render floated elements properly
afterFinishInternal: function(effect) {

The rerendring should be fixed so that it only runs on Safari:

afterFinishInternal: function(effect) {
  // force Safari to render floated elements properly
  if(Prototype.Browser.WebKit) {

This fixes the error on IE.
