nested Sortable.creates must be called on inner-Sortable first, else outer Sortable doesn't work

If one container is placed inside another and the outer container is made sortable AFTER the inner container, then both containers can be sorted, as expected.

However, if the outer container is made sortable first, then the inner container is made sortable, then the inner container can be sorted, but the outer container cannot.

No JavaScript error is reported.

I would like both containers to be sortable, no matter which is made sortable first.
