Incorrect offset inside fixed div

May or may not be related to ticket #142

If there is a Sortable inside an element with "position: fixed", and the page has been scrolled down, Prototype's cumulativeOffset() returns the offset from the top of the window, not the top of the page, since that's what "fixed" means to the browser.

Sortables (and probably Draggable/Droppable) expect an offset from the top of the page, so when it compares the event location to the Draggable/Droppable, it uses the page offset for the event, but relies on Prototype's cumulativeOffset() for the element. This ends up giving the wrong result, and the Sortable only works correctly when the page is scrolled all the way to the top.
