String.toQueryParams() does not work properly

if you have a url like,
var url="http://to/some/where.html";
url.toQueryParams();

turns out to be "http://to/some/where.html". which is not good.

More specifically if you do not have a "?" in your url, String.toQueryParams() fails to match the query part.
