Add maxFrequency to PeriodicalUpdater

The current implementation of decay exponentially increases the delay between updates. This seems fine. However, it doesn't currently have a limit on the delay. This means that the delay quickly jumps to hours/days and keeps rising.

This doesn't seem like a very practical implementation. I would think that the majority of uses for PeriodicalUpdater would benefit by being able to put a limit on the delay.

The attached patch adds a maxFrequency. The PeriodicalUpdater still works identically except that the delay never gets any longer than the maxFrequency (if it is provided). The change is limited to ajax.js.

Patch tested in IE6, IE7, Firefox 3, & Opera 9.
