toCSS outputs hyphenated property names but setStyle wants camelCase

Like the title of this ticket says, the Element.Layout.toCSS outputs an object of key value pairs where the keys are hyphenated css properties. The prototype documentation says this function is "Useful for passing layout properties to Element.setStyle". However, setStyle accepts only camelCased property names, making it not quite as useful as it could be.
