Fix for the IE failing position_test Position.within()

I have patched the getOffsetParent() utility method.
This causes it to return false if the offsetParent in HTML element.
With some tests this may need to be changed to allow it to pass as the offsetParent.

This also fixed cummulativeOffset calculation for elements that are relative :)
